What the guideline is

Each year, Ontario publishes a guideline percentage that caps most lawful rent increases for units covered by the Residential Tenancies Act. Landlords typically must give proper written notice (often using the provincial N1 form) and wait the required notice period before the new rent takes effect.

The guideline does not apply to every rental. Units first occupied for residential purposes after November 15, 2018 are generally exempt from the guideline (other rules still apply). Always verify occupancy date and exemption status for your unit.

Rates are set by the province and can change. Double-check the current year’s figure on ontario.ca before sending notice:

• 2025: confirm the published guideline for increases taking effect in 2025
• 2026: confirm the published guideline for increases taking effect in 2026
• 2027: check once published — do not rely on forecasts

How to estimate a guideline increase

1. Confirm the unit is covered by the guideline (not post–Nov 15, 2018 first occupancy, etc.).
2. Confirm the 12-month rule and that any previous increase timing is lawful.
3. Look up the official guideline % for the year the increase takes effect.
4. New rent ≈ current lawful rent × (1 + guideline%). Round carefully and keep a paper trail.
5. Serve the correct provincial notice with enough lead time; keep a dated copy.

Record-keeping tips

Disputes often hinge on what rent was lawful before the increase. A clear rent ledger, copies of notices, and payment history make conversations calmer — whether you settle informally or prepare materials for a hearing.
